   JOB SUMMARY: 
   The Fire Marshal directly oversees and manages fire prevention activities conducted by the District, including fire investigations, plan review process, community education, fire code inspection / enforcement, permit issuance, training of District employees in the relevant areas of fire prevention, and is responsible for the overall administration of the Fire Prevention Division’s programs and services; Coordinates and collaborates with fire districts, fire departments and fire agencies regarding fire code development, adoption of standards and fire code enforcement; advocates for fire service issues. The Fire Marshall reports to the Fire Chief and keeps the Fire Chief informed of all functions and important matters concerning fire prevention activities. The position also supervises personnel assigned to Fire Prevention. The majority of work is performed in an office environment with trips to locations in the surrounding communities for the purpose of performing inspections, investigating fires and emergency scenes, and speaking before community groups.
    
   DISTINGUISHING CHARACTERISTICS: 
   The incumbent typically works under general supervision of the Fire Chief and is required to perform the full-range of duties required in the fire prevention and code enforcement building disciplines, and life-safety inspection and enforcement field, including reviewing plans and conducting field inspections of new buildings and structures, additions to and alterations of existing buildings and structures, including commercial and non-commercial buildings and structures, for compliance with currently adopted codes. The incumbent is responsible for code enforcement, fire investigations, and issuing citations. The position is FLSA Exempt, non-union representation, and supervisory.
    
    
   EXAMPLES OF ESSENTIAL FUNCTIONS: 
   The duties listed below are examples of the work typically performed by an employee in this position. Performance of these functions is the reason the job exists. An employee may not be assigned all duties listed and may be assigned duties which are not listed below.
   Develop, implement, and oversee a comprehensive Fire Prevention Division and associated community risk reduction programs. Evaluate Fire Prevention Division activities and goals on a regular basis and make adjustments as appropriate. Coordinate the fire prevention activities with other programs of the District and engine companies.
    
   Reviews construction documents, plans, specifications, and calculations of complex projects to ensure compliance with currently adopted codes; approves building permit applications and documents prior to permit issuance; calculates Fire permit fees; coordinates plan review and approvals with other county departments, the Storey County Community Development, Comstock Historic District Commission, applicable architectural review boards, and other applicable agencies.
   Directly supervise and evaluate assigned employees by applying District policies and procedures. Provide assistance and direct assigned employees on daily tasks and assignments. Maintain discipline through administration of District policies and procedures, including issuing discipline to the level authorized in policy, and make effective recommendations to the Fire Chief on other related personnel actions.
    
   Oversee and review annual inspection program. Interpret codes and mitigate solutions for Fire Prevention and Suppression personnel and building/business owners
   .
    
   Instructs subordinate positions in regard to fire scene preservation, isolation of suspected point of origin, and how to secure an area until resources arrives; enters recently burned and flooded buildings and structures to conduct fire investigations and inspection, including to determine origin and cause; provides written documentation and follow-up on all investigations as necessary to requesting agencies and personnel; works with law enforcement to assist in the apprehension of individuals suspected of committing crimes associated with violations of fire codes and laws. May work on task force investigation teams to determine cause and origin of fire, arson, fires, and other matters impacting reginal arson incidents.
    
   Completes testing and evaluates effectiveness of various fire detection and suppression systems and equipment; calculates needed fire flows for given structures and ensures that fire-flow water supply is adequate and reliable, the gallons per minute of water to which the system is capable of moving throughout the town, neighborhood, specific site, or local system, and how readily the fire district will have access to the water supply whenever it is needed; requires corrective action, and approves and denies.
    
   Prepares detailed reports on the condition of structures, and compliance and non­ compliance with relevant codes; issues compliance, non-compliance, and abatement notices; maintains inspection files, conducts follow-up inspections, and applies abatement procedures. This position has the authority to deem a building or structure unsafe and uninhabitable, and issue orders for stop-work, nuisance and abatement, do-not-occupy, and condemnation.
    
   Develop, implement and conduct procedural methods and practices for reviewing plans, conducting inspections and investigating fire loss incidents.
   Observes tests and demonstrations by private fire protection companies to ensure that their equipment performs in accordance with applicable regulations; has authority to sign-off on related documentation.
    
   Conduct field inspections of construction projects and inspect buildings and facilities as necessary. Evaluate and enforce existing fire safety conditions and Federal, State and local codes applicable to fire safety.
    
   Investigates and processes data and other information relative to site inspections and effective code enforcement; coordinates with other department staff on administering applicable land use regulations, special use permits and variances, court data, corporation status, county assessor, and other databases and organization sources.
    
   Maintains International Code Council membership; remains current on applicable fire and life safety codes, rules, and regulations pertaining to commercial and non-commercial buildings and uses; works closely with other departments in administering applicable regulations; and reviews agenda items, inspection reports, special use and other planning permits and reports, and other information needed to assure that commercial and non-commercial uses, existing and proposed, conform to fire codes, land use regulations, and other regulations.
    
   Assist in the development and implementation of District policies, goals, objectives and priorities and recommend policy, procedure and ordinance revisions as necessary.
    
   Prepare and administer Fire Prevention budget, based on goals and objectives of Fire Prevention Division and the District.
    
   Make presentations before the Board of Fire Commissioners, commissions, boards and committees on fire prevention matters, as necessary.
    
   Meet with and assist architects, engineers, contractors and others involved in development and construction activities where fire codes, ordinances or standards may affect such activities.
    
   Provide fire prevention content training to District personnel.
    
   Conduct and oversee emergency scene and fire investigations, determine cause and origin, and coordinate activities with law enforcement.
    
   Maintain complete and permanent records of all Fire Prevention Division activities including: public education contacts, inspections made, conditions corrected, citizen complaints, special hazards, the cause of fires occurring within the District, the owner and occupant of the property involved, and loss of such property and other information considered necessary.
    
   Submit monthly and annual reports to the Fire Chief summarizing fire prevention activities.
    
   Attend regional and state meetings of related agencies, and other relevant meetings/ conferences to maintain current knowledge of regional affairs, with impact to Fire Prevention activities. Stay current with code interpretations, fire investigation and public education programs/techniques.
    
   Keeps abreast on new and proposed federal and state legislation related to the field; provides comments and recommendations to the Fire Chief as necessary.
    
   Coordinates with the Storey County Community Development, nuisance officer, law enforcement personnel, and other departments in locating vacant and abandoned buildings and structures; posts notices as necessary.
    
   Assists with and/or conducts educational fire safety training in cooperation with the Storey County School District, National Fire Protection Association, and otherwise as approved by the Community Development Director or his/her designee. Each year is a new topic as published in the NFPA, and this position is to be aware of the topic and deliver said topics in a professional manner at all educational facilities within the department.
    
   Writes and administers grants for fire prevention and life safety programs.
   Represent the District in the court of law and testify on matters pertaining to code enforcement, violations, arson cases, and related matters, as necessary.
    
   Responds to call-out in emergencies, other than normal working hours, as needed. For example, may respond to and actively participate in all-hazard Incident Command Systems (ICS); may provide assistance in the integration of facilities, equipment, personnel, procedures, and communications operating within a common organization ICS structure; may assist in coordinating responses among various jurisdictions and functional agencies, both public and private; and may assist in establishing common processes for planning and managing resources in the ICS; may assist departments on their emergency management and ICS plans.
    
   Acts on behalf of the District in meetings with developers, general contractors, engineers, architects, planners, land surveyors, prospective private companies, local and state entities including the Nevada State Fire Marshall's Office, and companies proposing to build or locate in Storey County; maintains active involvement and coordination with the county team attracting, enhancing, and improving private enterprise and private-public partnerships in the county; liaises with community groups including the Highlands Fire Safe Council, property and homeowners associations, general improvement districts, and other community groups.
    
   Directs other division staff as necessary; prioritizes and reviews work of others to assure quality and the timely accomplishment of assigned duties and responsibilities; provides and/or coordinates training programs for subordinate and non-subordinate staff; counsels, coaches, and instructs employees; prepares performance evaluations of subordinate employees; and hires, terminates, promotes, disciplines subordinate employees as permitted by the Fire Chief.
    
    
   QUALIFICATIONS:
    
   Knowledge of
   Universal building construction and plan vocabulary, techniques and principles as related to fire prevention and life safety; International Building Codes (IBC), International Fire Code (IFC) and other federal, state, and county regulations applicable to residential and non-residential fire prevention and suppression; and field inspection practices.
    
   Federal, state, and county codes and regulations relating to fire prevention and related life safety, hazardous material use and storage, wildland urban interface codes including residential and non-residential clearances.
    
   Advanced fire and arson investigations and inspections, including determining origin and cause.
    
   Business and geometric mathematics to cross-check complex building plans and calculations to ensure compliance with currently adopted fire codes, and to calculate permits and other fees.
   Correct English usage including grammar, punctuation, and vocabulary.
    
   Principles of customer services and working within a team-oriented work environment; methods and techniques for dealing with the public during stressful situations.
    
   Customer service while enforcing model codes and methods.

   LICENSING, EDUCATION 
   & 
   OTHER REQUIREMENTS:
    
   Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
   High school diploma or equivalent, required.
   International Code Council (ICC) Fire Plans Examiner - required
   Certified Fire Investigator from the International Association of Arson Investigators (IAAI) or Fire Investigator Certification from the Nevada State Fire Marshal, or equivalent State Fire Marshal's Office - required
   NWCG Certification for S-110, S-130, and S-190 - required
   Firefighter I - required
   Wildland Firefighter II - within one year of hire.
   NWCG Certification for S-110, S130, and S-190 - required.
   Red Card for arson investigator - within 1 year of hire.
   Hazardous Materials Operations certification - required
   International Code Council (ICC) Fire Inspector I and II - required
   Three years of fire operations experience or code enforcement experience - strongly preferred
   At least two years of increasingly responsible professional experience with industrial, commercial, and non-commercial plan checking, fire prevention inspections, code enforcement, or building trades and construction as related to fire prevention.
   Possess and maintain a valid Nevada Driver License appropriate for vehicles and other equipment operated.
   The ability to pass a criminal background investigation.
