   POSITION SUMMARY:
   
   Under general direction, the Finance Manager performs advanced and complex professional financial work; plans, organizes, and directs the activities related to the City’s financial operations within the Finance or other City Department, which may include accounting, audits, budgeting, and budget administration, purchasing, treasury and revenue management, financial forecasting and projections, capital program financing, debt management, and financial reporting; Plans, assigns and reviews the work of staff performing professional duties in the Finance or other City Department; manages the development and maintenance of the City’s annual budget or a City Department’s annual budget and capital improvement program; provides assistance to the Finance Director in a variety of fiscal management assignments; performs related duties as assigned.
   
   ESSENTIAL RESPONSIBIITES:
   Manages, or participates in the preparation of a variety of written reports for submittal to the City Council; reviews financial and rate analyses developed by consultants, departments, or other agencies to verify their completeness; prepares required financial reports to State and Federal agencies, banks, and other financial institutions.
   Prepares or directs the preparation and reconciliation of journals, ledgers, and other financial records such as bank statements.
   Assists in the development and implementation of departmental goals, policies, and procedures related to financial activities; establishes and maintains internal controls; reviews, recommends, and implements improvements to financial systems and reporting procedures; ensures conformity to policies and financial standards, and increases the effectiveness of financial procedures.
   May manage, supervise, train, and evaluate assigned staff; make recommendations for the selection of new employees; provides or coordinate staff training; provide expertise and direction to staff.
   Develops financial forecasting and models and prepares financial projections.
   Works with credit rating agencies, financial advisors, bond counsel, and debt management personnel.
   May perform financial systems software management, including maintaining financial system software controls, coordinating the implementation of new financial software, and participating in the development and implementation of training programs, policies, and procedures related to financial information systems.
   Reviews and makes recommendations to the Department Director, or City Manager concerning City Council agenda items that require fiscal review.
   Assists in developing, maintaining, and enhancing computerized information systems for departmental functions.
   Responds to requests for information and advises City departments, governmental agencies, and the public on City financial policies.
   Acts as liaison with other public agencies, business and community groups, consultants, legal counsel, and departments to coordinate various phases of the assigned program.
   Provides management level assistance to the Finance Director and/or City Manager.
   Manages the development of the City’s annual budget; coordinates with staff responsible for, and participates in, the preparation and administration of the City’s budget.
   Monitors the City’s operating and capital improvement budgets.
   Oversees preparation of forecasts on the financial impact of the City’s collective bargaining proposals.
   Oversees preparation of the Personnel Services budget.
   Develops and communicates administrative policy guidelines and procedures for budgeting; coordinates the distribution of budget reports and forms; consults with departments on budget issues.
   Prepares or directs the preparation of revenue and expenditure forecasts.
   Reviews and analyzes departmental budget requests and proposals.
   Coordinates the compilation and presentation of the City Manager’s proposed budget and incorporates Council’s amendments into the final budget document.
   Prepares monthly budget analysis and reporting, including trend analysis, projections, and forecasting.
   Develops and assists with the implementation of the Long-Range Financial Plan.
   Performs other related duties that may be reasonably expected as part of this classification.
   KNOWLEDGE:
   Principles and practices of governmental finance as it relates to one or more of the following: accounting, auditing, budget preparation and control, capital program financing, financial forecasting, financing (including the processes related to long range financial planning), issuing and managing debt, purchasing and procurement, or revenue and treasury management.
   The laws and regulations governing the financial activities of a governmental agency.
   Statistical analysis and its application to financial analyses and projections.
   Methods and techniques for record-keeping and report preparation.
   Accounting information systems.
   Principles and practices of financial forecasting, financial modeling, financial projections, and investing.
   Principles and practices of supervision, training, mentoring, and evaluation.
   Generally Accepted Accounting Principles (GAAP) as they apply to governmental agencies. Additionally, for the General Accounting assignment: Governmental Accounting Standards Board (GASB).
   Financial management best practices for assignments in operations like Water and Wastewater
   The principles and practices of effective public procurement practices, including conducting competitive processes, contract development and management, and related procurement laws, rules, and regulations.
   ABILITY:
   Prepare a variety of financial reports and long-range financial plans.
   Develop, evaluate, implement, maintain, and recommend improvements to financial management, and control procedures.
   Interpret, explain, and apply applicable laws, codes, and regulations.
   Examine and verify financial documents, reports, and transactions.
   Operate a variety of word processing, spreadsheet, and software applications, including financial reporting programs.
   Read, interpret, and record data accurately.
   Make sound decisions within established guidelines.
   Communicate clearly and concisely both orally and in writing.
   Effectively organize assigned tasks and work within deadlines.
   Use judgment and initiative to resolve problems that are highly complex and sensitive.
   Establish and maintain effective working relationships with City staff, outside agencies, businesses, and the public.
   Work collaboratively with others to develop and implement programs, plans, projects, and initiatives.
   Develop and analyze options for solving problems and addressing issues.
   Develop and analyze strategies and participate in strategic analyses and strategic planning.
   
   EDUCATION AND EXPERIENCE:
   Any combination of experience and education that would be likely to provide the required knowledge, skills, and abilities could be qualifying, as determined by the City. A typical way to obtain the knowledge, skills, and abilities is:
   
   Education and Experience – Three years of a professional, advanced level accounting or financial management experience which includes two years of experience performing governmental accounting, budgeting, procurement, utility or other municipal financial planning, modeling, or forecasting, or high-level municipal finance, as well as one year of supervisory experience. Bachelor’s degree in business, finance, or related field.
   
   Minimum - Valid California driver’s license with a good driving record.
   Preferred - Bilingual: Spanish and English desirable.
