Director of Human Resources
The Town of Billerica seeks to create the position of a Director of Human Resources. This position will report directly to the Town Manager.
Duties:
The Director of Human Resources is responsible for the Human Resources program of the Town of Billerica. He/she will serve to strengthen a culture that values and honors a well-qualified, diverse and dedicated staff. The Director is a member of the Town Managers senior leadership team and will participate in formulating policy and making decisions regarding staff planning and labor/employee relation issues.
Additional Duties Include:
Directs recruitment and hiring activities, including posting of vacancies, preparation of advertisements, screening of applications, assisting staff in selecting and interviewing candidates, and overseeing new employee orientation sessions. Convenes interview panels. Maintains integrity of employment process according to Town policy and Department of Labor standards.
Responsible for developing and updating personnel procedures and maintaining the Town’s policies; directs the orderly management of personnel matters consistent with Town by-laws and contractual procedures.
Provides for the necessary training of employees in: FMLA, Sexual Harassment, ADA, Workplace Violence, and Employee Education and Training. Attends staff meetings as required; advises staff on a variety of personnel matters.
Develops and maintains a comprehensive system for personnel records for all Town employees in order to provide comprehensive, current, and accurate records pertinent to employment, seniority, retirement, leave, promotion, performance, and certification.
Tracks professional licensure and highly qualified status, assures compliance with state and federal regulations, educates faculty and administration on professional requirements, and assists individuals in resolving problems that emerge.
Assists and advises the Town Manager in collective bargaining by drafting collective bargaining proposals including salary policy and structure, and determining negotiating strategies in consultation with the Town Manager.
Assures the initial orientation of staff members regarding personnel matters, including enrolling for insurance and other benefits.
Assists individual staff members when personal or professional problems arise in order to support them through difficult times such as medical leaves, or through transitions such as retirement.
Implements the CORI and fingerprint policies to assure that all employees and/or volunteers have current background checks. Determines course of action in light of any problematic reports.
Responsible for maintaining and updating the human resources section of the Town’s website.
Keep abreast of statutes, regulations, and rules relating to personnel administration and advises interested parties of the provisions of the law.
Qualifications:
Bachelor’s degree from an accredited college or university in a related field. Five or more years of progressive human resources experience. Experience in Human Resources in the public sector. SHRM Certification or similar is preferred.

$105,787
Hours:
8:30am to 4:00pm; Monday thru Friday
