Park County is searching for a Planner I, II, or III. The actual level of position will be determined by successful candidates qualifications and experience.
General:
Under the general administrative supervision of the Development Services Director or designee, provide land use planning functions through the administration of the Planning Division for the county, agencies and the public in the preparation and presentation of land use development and zoning requests, special projects and long-range planning to ensure development occurs in a sustainable and manageable fashion throughout Park County.
Essential Duties and Responsibilities
:
Interprets and applies applicable state, county and local codes, ordinances and regulations
Initiates actions necessary to correct deficiencies or violations of regulations
Assists maintenance of Comprehensive Plan and land development regulations
Review of various development applications including plats, permits, site plans, variance requests and re-zonings
Conducts extensive research in specific and general project areas
Writes and presents formal and technical reports, working papers, and correspondence
Identifies community problems, issues, and opportunities that could be mitigated through better community planning
Assist with long range plans for communities with common developmental issues
Assist with developing strategies to promote economic and community development for efficient land use consistent with community goals
Assists in writing, a variety of ordinances and regulations relating to development controls
Assist in the development of planning studies and reports in support of new and updated plans, programs and regulations
Reviews and assists in the review of development proposals and site plans for conformance with codes, plans, and regulations
Prepares and presents detailed reports on development proposals to government bodies
Collects a variety of statistical data, reports and maps on topics such as census information, land use, tax base data, and occupancy rates
Evaluates and assists in the evaluation of re-zonings, ordinance amendments, site plans, special use permits, variances and other proposals
Assist in the review of public and private development projects
Provides information to the public regarding development regulations
Assists in resolving citizen and customer issues
Assist in the review of the work of consultants and interns
Conducts field evaluations and assessments
Reviews planning studies and reports in support of new and updated plans, programs and regulations
Attends a substantial number of evening and weekend meetings
Typical Knowledge
Knowledge of planning principles and practices
Knowledge of one or more relevant planning specializations, such as economic development, transportation planning, land use, or environmental planning
Knowledge of legal descriptions, title processes, and parcel legality
Knowledge of principles, methodology, practices of research and data collection
Knowledge of effective writing techniques
Knowledge of or experience in community remediation and redevelopment, and knowledge of relevant Federal programs
Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations
Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS
Typical Skills
Oral communication and interpersonal skills to present research findings to various boards and committees
Creative problem-solving skills to gather relevant information to solve less-defined practical problems
Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
Group facilitation skills for use with community workshops
Ability to work on several projects or issues simultaneously
Ability to work independently or in a team environment as needed
Ability to attend to details while keeping big-picture goals in mind
