   JOB SUMMARY:
   Under the general supervision of a senior officer, performs law enforcement or correctional duties, and related services to protect the lives, property, and Constitutional rights of citizens in the county. Responds to crime and accident scenes, emergency situations, and other requests for assistance; detects and apprehends violators; provides for the care and custody of persons incarcerated in the county jail, enforces federal, state, and county laws and ordinances.
   DISTINGUISHING CHARACTERISTICS:
   
   This is a sworn entry-level classification requiring POST Certification. The employee may be assigned to patrol, corrections, or investigation duties, and may participate in specialized programs such as the Special Response Team (SRT) or other areas of specialization as need and/or circumstances arise. The employee may work alone, with a partner or reserve, or as part of a unit. This class is distinguished from the next higher level class by the lack of official responsibility for providing lead work or supervision to subordinate officers.
   
   EXAMPLES OF ESSENTIAL FUNCTIONS:
   
   The duties listed below are examples of the work typically performed by an employee in this position. Performance of these functions is the reason the job exists. An employee may not be assigned all duties listed and may be assigned duties which are not listed below.
   Patrols streets, parks, and commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, prevent or detect and investigate misconduct involving misdemeanors, felonies, and other law violations, and to serve as a deterrent to potential commission of crimes.
   Responds to emergency radio calls or witness reports and investigates accidents, felonies, misdemeanors, civil disturbances, domestic disputes, fights, drunkenness, missing persons, prowlers, illegal drug activities, etc.; initiates appropriate law enforcement action.
   Conducts follow-up investigations of crimes; questions victims; develops leads and tips; secures crime scenes and potential evidence; and arrests offenders.
   Questions witnesses, suspects, drivers, and others; collects and preserves evidence and maintains chain of custody; arrests potential violators.
   Investigates and renders assistance at scenes of vehicular accidents; summons ambulances, law enforcement, and other emergency response assistance; takes measurements and draws diagrams of scenes.
   Responds to and investigates deaths due to homicide, suicide, accidents, natural or undetermined causes; obtains, preserves, and evaluates evidence; determines identity of victims and causes of death as appropriate. This may be in a criminal investigative capacity, coroner capacity, or both, depending upon the nature of the incident.
   Prepares a variety of reports and records including officer’s/sheriff’s daily logs, reports of investigation, field interrogation reports, alcohol reports, influence reports, Breathalyzer checklists, bad check forms, vehicle impound forms, traffic hazard reports, etc.
    Performs crowd control and traffic control as required.
   Arrests and transports suspects to jail; fingerprints, photographs, searches, transports, and safeguards those in custody; processes the admission and/or release of persons in custody including the preparation of booking reports and release forms.
   Maintains order over correctional facility and detainees; takes appropriate action to ensure the safety and security of detainees, public, and law enforcement, emergency, and detention personnel.
   Transports inmates for court appearances, psychological and medical evaluations and treatments, and other activities that require leaving the jail.
   Prepares affidavits and serves warrants; plans, organizes, and coordinates the service of a variety of civil process papers and documents throughout the County; assures compliance with established procedures and legal requirements.
   Gives testimony in court proceedings and works with staff of the District Attorney’s Office to prepare cases.
   Performs bailiff duties as assigned, administering to the needs of the court and maintaining and preserving order in the courtroom to assure that proper decorum is observed by litigants, attorneys, witnesses, and spectators; assure the safety and security of jurors as required by law.
   Communicates with other County personnel, law enforcement agencies, healthcare providers, and other jurisdictions to coordinate efforts, resolve problems, and exchange information.
   Undertakes community-oriented police work and assists citizens in need of First-Aid, information, and general assistance; checks on the health and welfare of frail and elderly citizens as requested by family, friends, and neighbors.
   Interacts with schools, social agencies, juvenile probation staff, families, and youths in the appropriate resolution of juvenile matters.
   Promotes and builds positive community relations between the citizenry and the department, and endeavors to develop collaborative resolution to community issues in an effort to improve quality of life for residents.
   Utilizes and maintains departmental facilities, supplies and a variety of specialized equipment such as firearms, police vehicles, radios, baton, handcuffs, flares and field test kits, and other equipment pertinent to the assignment.
   Participates in required departmental training, such as firearms, defensive driving, etc.
   QUALIFICATIONS:
   Knowledge of
   Basic modern law enforcement principles, methods, and techniques.
   Basic principles, methods and techniques used in a correctional setting.
   Basic concepts of criminal law including laws and constitutional provisions relating to arrest, search and seizure, rules of evidence, court procedures, and detention.
   Interviewing and interrogation techniques.
   Traffic and crowd control techniques.
   Care, protection, and appropriate use of firearms and other law enforcement equipment.
   Correct usage of the English language; grammar spelling, punctuation and vocabulary.
   Basic techniques to diffuse anger or hostility of others.
   Health and safety regulations, basic First-Aid techniques.
   Ability to
   Protect the lives, property, and Constitutional rights of all citizens in the county.
   
   Learn the applicable provisions of state, federal, and local laws and ordinances, as well as departmental policies and procedures.
   Enforce laws, ordinances, and regulations with firmness, tact, and impartiality.
   Observe situations analytically and objectively.
   Assure the safety and security of county jail inmates and the correctional facility. Receive incoming detainees; conduct searches to detect concealed weapons and contraband.
   Escort detainees to and from cells for court appearances, medical treatment, visitation, religious services, conferences, release, and other activities.
   Present evidence and testimony in court.
   React quickly and calmly during emergencies, exercise sound judgment in evaluating situations and in making decisions.
   Diffuse or control volatile or potentially volatile situations and persons.
   Communicate clearly and concisely both orally and in-writing.
   Understand and work within scope of their authority, follow verbal and written instructions, and work independently with little direction.
   Establish and maintain effective and courteous working relationships with the public, peers, supervisors, and others.
   Comply with safety standards and regulations; develop skills in the use and care of firearms.
   Add, subtract, multiply, and divide quickly and accurately.
   Record events and interactions clearly and completely with attention to relevant details.
   Perform work requiring good physical condition.
   Develop advanced skills in the operation of a motor vehicle.
   Maintain confidentiality where appropriate.
   Meet special POST requirements.
   LICENSING, EDUCATION & OTHER REQUIREMENTS:
   
   Must be 21 years of age.
   Must be a U.S. citizen.
   Must possess Nevada POST Category I Certificate or higher; Nevada Peace Officer Standards and Training (POST) Category I certification required by date of hire or within the time limits established by the Sheriff; must maintain POST Category I certification throughout employment.
   Must pass a thorough background investigation; must be free from any felony convictions; must be free from misdemeanor conviction involving moral turpitude; and must not have an excessive number of citations for traffic violations.
   Must possess and maintain a valid Nevada Driver License.
   Must possess a combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and abilities is completion of high school or equivalent education such as a GED.
   PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
   The requirements described here are representative of those that must be met by an employee to successfully perform the Essential Functions of the job.
   Physical Requirements.
   Strength, stamina, and endurance to adjust to changes in shift assignments or to work well beyond an eight-hour shift; strength and stamina to sit for prolonged periods of time in a patrol vehicle and to enter and exit the vehicle quickly and frequently; strength, stamina, coordination, and balance to stand and walk for long periods, to walk and run on uneven surfaces, bend, reach, and conduct inspections, climb ladders, fences, and other obstacles, and to run in pursuit of other individuals; strength, stamina, and coordination to physically restrain uncooperative and violent individuals; strength and coordination to drive vehicles in high-speed pursuits without endangering others; strength to move the weight of an inert or resisting human body, and to carry equipment and supplies that occasionally involve lifting or moving more than 100 pounds; stamina to be able to maintain physical exertion under stress.
   Ability to remain alert in a confined space for extended periods; vision to discern details in low light; hearing to identify tone signals and perceive conversation and activities through obstacles; coordination, vision, and strength for the accurate use of firearms; coordination, vision, and dexterity for use of computer terminals; ability to deal emotionally with exposure to the consequences of acts of violence perpetrated against others.
   Requires substantial telephone, radio, and in-person contact that necessitate the ability to hear voice communication and communicate effectively.

   Working Environment.
    Generally works shift work with periodic changes; however, duty hours for this class vary significantly due to the requirement for 24-hour availability. Frequently works alone in isolated areas and occasionally in confined spaces. Incumbents must be able to work outside in all types of adverse weather conditions and move from indoor and outdoor environment. Incumbents are frequently subjected to the stress of dealing with detainees, persons under the influence of alcohol and drugs, emotional individuals, and resistive and combative persons. May be personally subjected to the stress of exposure to toxic chemicals, dangerous persons and circumstances including dead, injured, and sick individuals, and individuals with communicable diseases. Position is exposed to the noise of firearms discharged often in close proximity. Exposed to potential traffic hazards and occasional high-speed driving; potential exposure to communicable diseases or physical abuse from hostile or disoriented individuals.
