   Minimum Qualifications
   A.
       
   Education and Experience:
   Must possess high school diploma or GED. Associate’s degree in Business Administration preferred. Two (2) years work experience in an office environment required.  Basic understanding of accounting required. Customer service experience a plus.  A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

   Knowledge, Abilities, and Skills:
   Must possess excellent oral and written communication skills.  Excellent interpersonal skills required.  Proficiency in Microsoft Office Suite required.
   General Description
   Public contact work responding to customer’s utility billing questions and complaints, the processing of utility payments, and various other clerical and account keeping functions. Work is performed under the general supervision of the Utility Billing Supervisor. 
   1.
       
   Responsible for receiving and posting all walk-in, mail, and phone payments from customers.
   2.
       
   Assists customers in person, by phone, and electronically with billing inquiries and complaints. 
   3.
       
   Radio dispatch to servicemen in the field as needed. 
   4.
       
   Customer/Public Relations – new service, transfer of service, disconnect service, customer account information corrections, etc. 
   5.
       
   Updates Utility Billing with completed service orders from the field.
   6.
       
   Review returned mail by post office for address corrections and update customers’ accounts.
   7.
       
   Investigates accounts for billing problems and makes appropriate adjustments for billing errors.
   8.
       
   Responsible for rebilling Insufficient Funds Notices to customer’s account by direction of the Finance Dept. Mails a letter of explanation notifying the customer about the NSF and fees due. 
   9.
       
   Reviews Automatic Withdrawal applications and updates customers’ accounts with banking data.
   10.
       
   Generates work orders when customers request to verify readings, leaks, low water pressure, etc.  
   11.
       
   Researches aged accounts prior to the UB Supervisor sending to the collection agency.
   12.
       
   Prints and audits disconnect notices to be mailed. 
   13.
       
   Reviews disconnect notices to determine if service should be disconnected for nonpayment. 
   14.
       
   Balances all deposits to the cash report and takes total deposit to bank daily. 
   15.
       
   Picks up mail payments from post office and retrieves all drop box payments. 
   16.
       
   Responsible for generating a Monthly Billing Register of all customers for emergency use. 
   17.
       
   Communicates with privatized sanitation contractor concerning residential and commercial accounts, and customer complaints. 
   18.
       
   Accesses, inputs and retrieves information from a computer.
   19.
       
   Responsible for updating UB procedures manual.
   20.
       
   Responsible for ordering supplies for Utility Billing. 
   21.
       
   Keeps up-to-date on information and technology affecting functional areas to increase innovations and ensure compliance. 
   22.
       
   Performs other duties as assigned. 
   Essential Physical Skills:    Acceptable eyesight, hearing (with or without correction), ability to communicate (orally and in writing), moderate lifting and carrying (up to 25 lbs.), reaching, pulling, pushing, sitting, walking, standing, kneeling, and bending.
