   County government offices will be closed on Monday , June 20th in observance of Juneteenth and will reopen on Tuesday at 8 am .
   Juneteenth honors the date when on June 19 , 1865 the Union Army arrived in Galveston , Texas , and announced the end of the Civil War and the end of slavery .
   The observance was made a federal holiday last year .
