   Under general supervision, the Community Services Specialist provides general administrative and clerical support to the City of Monroe; delivers professional, helpful, quality service and assistance to customers; and performs cash handling responsibilities.
   Detailed Work Activities
   Greets visitors as the initial point of contact for the City of Monroe, including Development, Utility, and Tax Departments and provides administrative support; answers telephones, receives citizen and employee inquiries and refers inquiry to appropriate person; provides citizens with department information about policies, guidelines, procedures; prepares general correspondence, reports, documents and technical materials from rough drafts or verbal instructions; develops and maintains spreadsheets and databases; deposits outgoing mail, processes returned mail, sorts and distributes incoming mail; maintains filing system and retains both hard copy and electronic letters, memos, records, documents and other material as required.
   Interacts with the general public regarding residential and developer building and zoning inquiries, etc.; receives all plans from residential and commercial/industrial construction project applicants and determines the completeness of the application; coordinates with the Development Department regarding the status of permits; receives, processes, prepares, and balances daily permitting deposits; performs other basic financial responsibilities as assigned.
   Interacts with the general public regarding basic utility billing questions such as amount of the bills, usage inquiries, meter reading dates, etc.; accepts utility applications and deposits for new service or rentals and determines the completeness of the application; coordinates with Rumpke regarding the delivery or removal of the recycling totes and resolves any trash/recycling issues; receives, processes, prepares, and balances daily miscellaneous and utility billing payments; updates customer contact information as necessary; may make high volume outgoing calls to customers and general public.
   Interacts with the general public regarding tax inquiries; receives, processes, prepares, and balances daily tax deposits; processes incoming mail, updates taxpayer contact information as necessary; assists in researching taxpayer information; scanning, recording taxpayer information and filing records.
   Maintains reservations and deposits for City facility rentals.
   Serves as the backup for Mayor's Court Clerk in his/her absence, as needed.
   Participates in research; collects information from outside sources and departmental personnel; performs special projects for departments as assigned.
   Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.
   Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
   Demonstrates regular and predictable attendance; due to the nature of the job, the Community Services Specialists must be available to return to work after normal work hours or on weekends when assigned or when requested to do so.
   Completion of secondary education or equivalent (high school diploma or GED); work experience in accounting, bookkeeping, or general office practices; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
   Must be bondable.
   Knowledge, Skills, and Abilities
   Knowledge of
   : *City and Department goals and objectives; *City and Department policies and procedures; generally accepted accounting principles; bookkeeping; City planning and zoning code; City property maintenance code; City tax code; public relations; general office practices and procedures; English spelling, grammar, and punctuation.
   Skill in: 
   Use of modern office equipment; data entry; telephone console operation; adding machine or calculator operation; computer operation; Microsoft Office applications.
   Ability to: 
   Carry out instructions in written, oral, or picture form; deal with problems involving several variables with familiar context; complete routine forms; prepare accurate documentation; compile reports; gather, collect, and classify information; add, subtract, multiply, and divide whole numbers; communicate effectively; respond to inquires from public and/or officials; develop and maintain effective working relationships; travel to and gain access to worksite.
