   POSITION SUMMARY:
     
   Reporting to the City Manager, the City is seeking an engaging and dynamic community development professional to be its next Director of Community Development. The Community Development Department is responsible for maintaining the residential character of McFarland by administering and enforcing local and state regulations applicable to construction on private property within the City. Included in this responsibility is the management of construction plans, issuance of permits, and field inspection of projects from start to final completion of the buildings.
   This position will work with existing businesses to help them grow and expand with new emerging companies and with companies wanting to transition their business to a new owner. The person needs to have the ability to work with businesses at various stages (startup to established companies); conduct business retention, expansion interviews, and surveys; collect and analyze business data. The candidate must have the ability to work professionally with the city council, political officials, community partner organizations, and the public.
   This is an at-will position this reports directly to the City Manager and oversees an annual operating budget. The Community Development Director oversees the following divisions/staff: Grants Administrator, City Planner, two (2) Animal Control Officers, two (2) Code Enforcement Officers, Building Inspector, McFarland USA Foundation, Economic Development.
    
   DUITES:
   Assess the needs of existing businesses for retention and expansion opportunities. Advise businesses of various market development, financing, workforce training, and business planning resources. Coordinate with local, state, and regional resources to assist in business expansion and entrepreneurial development. Provide technical assistance to communities and local development groups applying for grants to aid business expansion. Facilitate work sessions with local communities in the region to assure their ideas are being heard and projects are being addressed.
    
   Evaluate business expansion potential of the region and provide governmental entities and businesses with available resources and help them navigate through the appropriate steps. Build collaboration among partner entities, and advocate for business and property owners when necessary.
    
   RESPONSIBILITIES
   :
   Work with the City Manager to further promote a coordinated business expansion and retention campaign. Assist with planning, organizing, coordinating, and evaluating major economic development activities within the region; assist with the development of strategies that maintain and enhance the long-term economic vitality of the city.
   Manages the planning, building, code enforcement, housing, animal control, grants, McFarland USA Foundation, economic development, and operations of the Community Development Department.
   Develops and administers the Community Development Department Budget.
   Manages and directs the development and implementation of the Community Development’s policies and procedures.
   Assigns work tasks and projects to employees; monitors the quality and supervises the progress of work performed.
   Acts as the Building Official.
   Advises the City Manager, other city departments, City Council, Planning Commission, and other committees, and commissions regarding the Community Development programs, policies, and activities.
   Assist in the development of the City Goals, Objectives, and Priorities of the City.
   Coordinates Community Development Department activities with other departments, outside agencies, and organizations.
   Directs the development, implementation, administration, review, and update of the City-wide plans and policies pertaining to planning, building, housing, grants, and development.
   Attends and participates in meetings of the City Council, Planning Commissions, and others as required.
   Serves as a representative of the City and Department; liaises and consults with various outside agencies regarding planning and development matters.
   Assures that department employees are instructed in job safety practices and obtains all training necessary for their position.
   Prepares City Council agenda items for review and approval by the City Manager.
   Authorizes purchase of departmental materials and equipment.
   Prepares staff analysis and reports on various projects and programs.
   Meets with developers and business owners planning projects in the City.
   Administers contracts for general plan updates.
   Performs a variety of other duties as assigned.
   OTHER CHARATERISTICS:
   Must be willing to learn and have a strong work ethic. 
   Must be able to think and work independently with minimal supervision.
   Must have the ability to work with political leaders, community groups, and businesses to bring positive change to the region. 
   Must be professional in the representation of the city, board, and public at all times.
   Must be able to work in a fast-paced work environment on several projects concurrently.
   Must be able to plan, prioritize, and meet deadlines. 
   Must demonstrate strong attention to detail. Directing daily operations of the City’s Community Development Department
   Must be able to review project proposals and providing planning/development recommendations.
   Must be able to develop, administer, and monitor departmental budgets.
   Must be able to supervise, lead, and delegate tasks and authority.
   Must establish and maintain cooperative working relationships with staff, City departments and officials, outside agencies, community groups, and the general public.
   Must have an understanding of the Community Development Operations, policies, and procedures.
   Must understand principles of planning, zoning, and community development.
   Must have a clear understand of supervisory principles, practices, and methods.
   Some travel is required, to including trade shows, conferences, and job fairs.

   :
    
   Minimum - Associate degree in business, public administration, accounting, political science, entrepreneurship, economic development, or similar degree or a minimum of three (3) years of practical experience. 
    
   Minimum - Valid California driver’s license with good driving record.
    
   Preferred - Bachelor’s degree, in business, public administration, accounting, political science, entrepreneurship, economic development or similar degree. 
    
   Preferred - Bilingual: Spanish and English desirable. 
    
   PHYSCIAL ABILITIES AND WORK ENVIRONMENT:
    
   While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and or humid conditions, toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office or moderately loud when in the field.
