This is a highly responsible executive management position providing leadership, direction, and general administrative oversight to the activities and operations of the Community Development Department. Responsibilities include management of the City’s comprehensive plan, land development, zoning, annexations, land use ordinances, plans review, permitting and building inspections, and related matters. Oversees the Building Inspection Program to ensure compliance with applicable laws, policies and professional service agreements. Provides support, direction and policy guidance to citizen advisory boards, the Development Review Committee and the City Council. Responsible for implementing and maintaining current and long-range development plans. Works to ensure that the City’s mission and core values are incorporated into operational activities and services.
MINIMUM QUALIFICATIONS
Knowledge, Skills, and Abilities
Knowledge of local, state, and federal laws and regulations regarding development issues.
Knowledge of urban and community planning and development principles, practices, and processes.
Knowledge of City legislative processes, fiscal and budget management processes, applicable administrative policies and procedures and personnel supervision.
Ability to supervise and perform technical research on economic and sociological problems as part of the planning and development process.
Ability to analyze and supervise the systematic compilation of technical and statistical information, and to prepare technical reports.
Ability to conduct self at all times in an ethical, professional and respectful manner.
Ability to communicate effectively verbally and in writing.
Ability to attend and conduct various meetings and make oral/written presentations.
Ability to establish and maintain effective working relationships with City and other governmental officials, department heads, outside agencies, the general public and staff.
Ability to lift, carry, pull, push, and maneuver materials weighing up to 50 pounds.
Training, Certification, and Experience
Bachelor’s Degree from an accredited college/university in urban and community planning, architecture, public administration, urban studies or related courses.
Five (5) years progressively responsible professional experience in planning, community development, and/or building construction with at least two (2) years significant supervisory experience.
Or, an equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities.
American Institute of Certified Planners (AICP) Certification preferred.
State of Florida Building Code Administrator Certification preferred.
Special Requirements
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by Emergency Management or City Administration. Such assignments may be before, during or after the emergency/disaster.
Valid Florida driver’s license.
