A few years ago , dockless rental scooters and similar small vehicles hit the streets of America and saw a brief boom in popularity . With help from a GPS locating app , people would conveniently grab one , zip to
their destinations and leave them lying on the streets , waiting for the next passenger . But without homing docks , the scooters cluttered sidewalks , streets and parks , impeding traffic , posing safety hazards and littering green spaces with jumbled metal and wheels .
Consequently , many city leaders across the country have gotten fed up with their residents tripping over randomly scattered scooters and are giving the vehicles the boot . In Germantown , City leaders are taking preventive measures against similar issues by considering the adoption of an ordinance that would ban On - Demand Dockless Small Vehicles and On - Demand Dockless Small Vehicle Systems in public spaces . On April 11 , the City’s Board of Mayor and Aldermen held its first of three readings on the ordinance .
“One of our top priorities is to keep the streets and sidewalks of Germantown safe , accessible and clean , ” said Germantown Mayor Mike Palazzolo . “While we encourage the responsible use of privately owned small vehicles , we want to avoid the potential hazards of commercialized , dockless small vehicles in public areas . To that end , your City is taking a proactive approach to prevent this from becoming an issue for Germantown . ”
Following are some common questions about the proposed Ordinance 2022 - 05 , which would amend Chapter 16 - Streets , Sidewalks and Other Public Places , Article III , Division 4 , of the municipal code .

Would this ordinance mean that my own scooter or bicycle is banned?
No . This ordinance doesn’t affect privately owned bicycles and scooters . It only addresses those vehicles that are available for rent . If you do own a bicycle or scooter , we’d like to take this opportunity to remind you to be safe and wear a helmet , though .

Bicycle - share programs would still be allowed in the City . However , the ordinance would prohibit short - term bicycle rentals that don’t have a dedicated rack or docking system for return after use .
What gives the City the authority to adopt this ordinance?
