The investigations regarding the accusations made against the Chief of Police are still ongoing . For both investigations , the City retained outside , independent investigators to ensure each investigation remains separate and each can be thoroughly examined and addressed .
“The investigation process takes a significant amount of time , but it is crucial we let due process take its course so the facts of the cases come to light without any interference , ” said Santa Paula City Manager Dan Singer . “The City is committed to making informed decisions based on the facts uncovered in these investigations , and will take necessary action when it is appropriate . ”
There have been calls in the community to place the Chief of Police on administrative leave . Placing an employee on administrative leave involves a complex analysis that focuses on employee safety and operational management . In accordance with the City’s normal course of action , each case is addressed on an individual basis to determine if the use of administrative leave is appropriate .
Currently , the Chief of Police is working remotely and is required to have no contact with the employees who made the allegations . City administration has taken additional measures to ensure there is a clear separation between all parties directly involved in the investigative process . Moreover , the City Manager has communicated with all City employees to reassure them that they have a safe environment to come forward , and they will have the City’s full support throughout this process if they do .
“We recognize that some may not be comfortable with this decision , ” said Singer . “But we have taken the necessary steps to protect the investigative process and ensure the safety of our employees during this difficult time . We are also doing what we need to do to continue critical operations that serve our community .
The City remains committed to the legal process for the protection of all employees . The City appreciates the patience of everyone involved and will continue to do what is necessary to maintain a healthy work environment .
