   POSITION DESCRIPTION OVERVIEW
   :
   This appointed position is responsible for all aspects of administration, financial planning, directing and supervising the Waukegan Police Department.  The Chief of Police is responsible for the protection of lives and property in the City through the supervision of all police functions.  This position is responsible for the efficient operation of the Police Department through the control of activities, the determination of departmental procedures, and the planning of departmental work priorities and goals.  The Chief of Police is responsible for the implementation of programs and for the training, assignment, supervision and discipline of all department members.
   SUPERVISION RECEIVED
   :
   Reports directly to the Mayor of the City of Waukegan or designee.
   SUPERVISION EXERCISED
   :
   Oversee all areas of the Police Department.
   ESSENTIAL JOB DUTIES
   :

   1.
       
   Possess a responsibility to provide exceptional customer service in order to promote and maintain a positive City image, constructive working environment, and foster pride and professionalism in the workplace and community.

   Adhere to all departmental and City safety policies.

   Consistent attendance and punctuality is required.
   4.
       
   Foster an environment of transparency, diversity, equity and inclusion amongst department personnel.
   5.
       
   Enforce all city ordinances, police regulations and Civil Service Commission Rules.
   6.
       
   Assumes duties as the active head of the Department, assigns personnel for duty in its divisions, details members to special duties, assigns officers to special assignments, and has charge and custody of all property pertaining to the Department.
   7.
       
   Supervises all members of the Department and assumes responsibility for its proper management and conduct.
   8.
       
   Formulates and prescribes work methods and procedures to be followed by members of the Department and take necessary steps to improve police operations.
   9.
       
   Through subordinate officers, supervises the overall operations of the Police Department.
   10.
       
   Maintains ultimate authority and accountability for all fiscal and financial operations of the Department.
   11.
       
   Assumes responsibility for the control of Departmental expenditures, the preparation of fiscal reports and the annual budget documents, and the direction of Department accounting practices.
   12.
       
   With the Mayor or designee, determine the annual and future goals and objectives of the Police Department.
   13.
       
   Participate in collective bargaining negotiations with the union and in the administration of the agreement.
   14.
       
   Develop standards and regulations pertinent to all areas of department responsibility.  Includes, becoming accredited by Illinois Law Enforcement Accreditation Program ILEAP (Illinois Police Chief Association accreditation) 
   15.
       
   Maintain liaison with the Civil Service Commissioners in recruitment, selection, promotion and disciplinary action for sworn officers.
   16.
       
   Participate and make recommendations in personnel matters of discipline and termination.  
   17.
       
   Makes decisions in hiring and promotion of personnel.
   18.
       
   Represents the Department at public and private gatherings to explain and elaborate on its activities and functions and to establish positive public relations.
   19.
       
   Sets the example for other members of the Department by abiding by all Departmental rules and policies, accepting job responsibilities and by avoiding any and all acts which might be construed as compromising one’s integrity.
   20.
       
   Attends City Council meetings, committee meetings, Civil Service Commission meetings and any other assigned meeting as directed by the Administration.

   PHYSICAL DEMANDS & WORK ENVIRONMENT
   :
   Physical work is sedentary, exerting up to ten (10) pounds of force occasionally and/or negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.  
   Physical ability to reach items with arms and hands and manual dexterity and fine motor skills sufficient to perform all essential job functions.  Ability to hear ordinary conversation and to see close, at a distance and with peripheral vision.
   Ability to work outdoors under severe weather conditions and to perform duties, which may require walking, running, climbing, crawling, kneeling, stepping, etc.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.
   KNOWLEDGE, SKILLS AND ABILITIES
   :
   The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.
   •
       
   Thorough knowledge of the principles, standards, and practices of modern police management and police administration.
   •
       
   Thorough knowledge of the principles, practices, and procedures as applied to patrol, traffic control, criminal investigations, crime prevention, records management, education and the ability to apply this knowledge to solve varied problems encountered.
   •
       
   Demonstrate leadership skills that effectively and efficiently organize, direct, and coordinate the activities, personnel, and equipment of the police department.
   •
       
   Demonstrate the ability to handle confidential material and information in an ethical, professional manner.
   •
       
   Cross-functional knowledge in the areas of Finance and Human Resources as it relates to assisting with the management of the department.
   •
       
   Extensive knowledge of the functions of Federal, State, and Local jurisdictions and authorities as they relate to police work and to emergency services functions.
   •
       
   Excellent written and verbal communication skills.  Effective skills in negotiating, public speaking, consulting, conflict resolution, report writing, editing of written materials, interpretation, and analysis of technical and statistical information.
   •
       
   Ability to establish and maintain an effective working relationship with employees, agencies, other governmental units, and the public using strong interpersonal communication skill.
   •
       
   Ability to analyze operational and administrative procedures and problems, to evaluate and balance community needs and expectations as to police activities, and to modify organizational procedures to meet changing conditions.
   •
       
   Ability and willingness to respond to situations twenty-four (24) hours a day, seven (7) days a week and carry a city issued cellular phone.
   EDUCATION & EXPERIENCE
   :
   •
       
   Master’s degree in relevant curriculum is preferred.
   •
       
   Bachelor’s Degree in relevant curriculum.
   •
       
   Minimum of ten (10) years of experience in modern police work, which as afforded progressively responsible experience in a variety of police functions, including responsible supervisor police duties.
       
   •
       
   Minimum of five (5) years of supervisory experience.
   •
       
   National Incident Management System (NIMS) training as required.
   •
       
   Bilingual skills- Spanish speaking preferred.
   •
       
   Any equivalent combination of experience and education that provides the required knowledge, skills and abilities.
   SALARY/HOW TO APPLY

   Salary range for this position is $151,291- $167,038.  Starting salary within this range will depend on the qualifications.  If interested in this position, please submit the documents below.
