The Town of Belleair is searching for a Capital Project Supervisor to join our Public Works Department. The successful candidate will be responsible for performing various in-field and administrative functions involving contract services for infrastructure construction, major repair, replacement and rehabilitation of town capital infrastructure. Infrastructure responsibilities include roadways, sidewalks and curbs, storm water and water. Essential functions include:
Reviews requested projects for constructability and scope of work involved.
Assists in development of scopes of work, technical specifications, requests for bid, deliverable and other requirements for projects supervised and produced by the Public Works Department.
Reviews plans and specifications prepared by others for completeness and accuracy. Assist in negotiations of scope and gee for professional services as needed.
Provides contractor coordination and supervisory services for multiple construction and maintenance contractors.
Ensures work in progress and completed work is in adherence to contract, specifications and the principles of quality workmanship.
Ensures contract work meets with local, state and federal codes and guidelines, as well as town policies and standards.
Keeps detailed records and accounts of contract work performed and warranty issues related to town infrastructure.
Ensures project files contain all correspondence related to a project from the estimates and bidding documents through construction phases, including plans, specifications, change orders, requests for information, invoices and backup documentation and closeout materials.
Maintains contact with contractors and other related professionals engaged with the town to ensure completion of projects within time frame and budget allowed.
Prepares and/or reviews pay estimates for completeness and accuracy.
Maintains liaison role with other departments during procurement, construction and close-out phases of projects.
Coordinates project turnover from contractor to using departments.
Provides responsible staff assistance to the Public Works Director through regular preparation of project progress reports and other correspondence.
Performs related work as required.
Works with wide latitude for independent judgment and decision-making within established guidelines under the supervision of the Public Works Director. Work is reviewed through reports, observations and obtained results. Knowledge of principles and practices of engineering, construction and maintenance as well as local, state and federal construction codes and guidelines are needed. The ability to develop and interpret construction related specifications and drawings; formulating, analyzing, and interpreting construction progress, proficiency in utilizing computerized word processors such as Microsoft Office as well as the skill in coordinating and managing Public Informational Meetings. Ability to verify and inspect construction and maintenance work in progress, along with a working ability in formulating, analyzing, and interpreting construction progress.
