   Incumbent serves as Business Analyst for the Information System Services Department, responsible for identifying and analyzing business and operational needs/requirements and translating needs/requirements into IT solutions.
   DUTIES:
   Collaborates with supervisor to ensure standards and key aspects of the project are completed, including requirements, project scope, funding, timelines, resource constraints, problem statements, and status updates.
   Identifies and analyzes business and operational needs/requirements, such as business objectives, work process, stakeholder requirements, functional/non-functional solution requirements, and transition requirements and translating these needs/requirements into potential IT solutions to improve practices and processes.
   Serves as liaison between business unit, department, and Project Manager, demonstrating innovation in analyzing, designing, developing, and implementing strategies.
   Analyzes and identifies scope for area of analysis and selects appropriate technique to efficiently identify critical requirements. Identifies potential risks.
   Documents and analyzes required information and data.
   Communicates and collaborates with external and internal customers.
   Creates, executes, and revises work plans to meet needs and requirements. Compares alternative actions and recommends an approach to obtain solutions.
   Performs project management under guidance of Project Manager.
   Performs related duties as assigned.
   I. JOB REQUIREMENTS:
   Bachelor's Degree in related field or equivalent business experience with one (1) year of experience in business analysis, process improvement, or related field and one (1) year of IT experience. Training, classes, or coursework in business analysis, communication, or organizational change management preferred.
   Thorough knowledge of business direction, structure, operations, and requirements, including change management principles and methodologies.
   Working knowledge of and ability to operate routine software and business applications, including word processing, spreadsheets, presentation software, and databases.
   Ability to read and comprehend department and County rules, regulations, policies, and standard operating procedures.
   Ability to properly operate various standard office equipment, including computer, printer, calculator, scanner, fax machine, copier, and telephone.
   Ability to effectively communicate orally and in writing with co-workers, other County departments, representative of other agencies and organizations, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
   Ability to compare or observe similarities and differences between data, people, or things.
   Ability to compile, collate, analyze, evaluate, and observe data and take action based on data analysis.
   Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
   Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
   Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.
   Ability to work alone and with others in a team environment, often under time pressure, and maintain appropriate, respectful interrelationships with co-workers.
   Ability to plan and lay out assigned work projects, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.
   II. DIFFICULTY OF WORK:
   Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent must frequently create new guidelines and approaches to deal with unique and novel circumstances that occur.
   III. RESPONSIBILITY:
   Incumbent performs duties within general guidelines where desired results are indicated. Incumbent is responsible for addressing unusual problems and/or circumstances and may discuss these with supervisor. Incumbent's decisions have a substantial impact on departmental operations, and work product is periodically reviewed upon conclusion for soundness of judgment and conformity with departmental standards.
   IV. PERSONAL WORK RELATIONSHIPS:
   Incumbent maintains frequent contact with co-workers, other County departments, representative of other agencies and organizations, and the public for purposes of exchanging information and solving problems.
   Incumbent reports directly to ISS Project Manager.
   V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
   Incumbent performs duties in a standard office environment involving sitting and walking at will, sitting for long periods, keyboarding, close vision, hearing sounds/communication, occasionally lifting/carrying objects weighing less than 25 pounds, and speaking clearly.
