The City of Rochester is a vibrant 3.8 square mile community located in Southeast Michigan. Rochester is located in the Greater Metropolitan Detroit Area of Oakland County. Under the general supervision of the Building Official and Deputy City Manager/Economic Development Director, manages the City’s building permit and inspections process. Maintains all related records and serves as liaison to the public regarding building matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In conjunction with Trade and Building Inspectors, administers, enters and manages the issuance of permits and other information related to property use, building and construction according to City Ordinance. Permits include, but not limited to, Building, Right of Way, Electrical, Mechanical, Plumbing, Planning, Sign, Tree, Fence and Outdoor Dining Permits. Finalizes permits on completion of work and issues Certificates of Occupancy upon approval from the Building Official.
Prepares fees for all permits, processes invoices and bonds. Tracks projects from review stage to completion, sending out site plan/special exception review forms to each department, and communicating progress to applicants.
Responds to inquiries, fields information and questions from the public, contractors, and other parties, regarding planning, zoning and permit matters. Answers phones, responds to walk-in requests, and otherwise facilitates the permit process by providing information and guidance on various requirements and procedures.
Sends out letters to developers as part of the site plan process which may include items such as site plan receipts, planning commission requirements, and conditional approval letters.
Schedules, coordinates, and records building, mechanical, electrical and plumbing inspections. Assists in coordinating between public/contractors and the Building Inspectors, Planning Commission, Department of Public Works, City Officials, Fire Department, Police Department, and others as necessary.
Performs other duties as required.
Candidates should have a bachelor’s degree and minimum of five (5) years’ experience in customer service, government administration, construction industry, engineering firm, or other related field. A satisfactory combination of experience and training that demonstrates the knowledge, skills, and abilities to perform the duties of the position is wanted. Excellent initiative, organizational and administrative skills; ability to plan and prioritize tasks, high degree of accuracy, and attention to detail are needed.
The successful candidate will have strong oral and written skills, a team-oriented approach to problem solving, and a demonstrated enthusiasm for working closely with the employees and the public. Salary range of $41,427 to $55,941 for the Building and Planning Clerk, DOQ/E. Excellent benefits package.
