   JOB SUMMARY:  
   Direct, manage, and coordinate the activities and operations of the Inspection and Code Enforcement Departments. Coordinate assigned activities with other city departments, divisions, and outside agencies. Participate in activities and inspections related to monitoring code compliance; and provide highly responsible and complex administrative support to the City Manager.
    
    
   QUALIFICATIONS
    
   EXAMPLES OF ESSENTIAL JOB FUNCTIONS:
   Responsibilities and Duties Include, but are not limited to, the following:
    
   Supervises others in the Building Inspections, Health Inspections, and Code Enforcement Department.
   Incumbent inspects buildings and similar structures to ensure that construction, alterations, maintenance, structural work, plumbing, electrical, and mechanical work are being performed in compliance with their respective codes and ordinances and approved plans.
   Assume management responsibility for all code enforcement services and activities including construction inspection, plan examination and review, and nuisance code compliance within the Inspection Department.
   Manage and participate in the development and implementation of code enforcement program goals, objectives, policies, and priorities for each assigned service area; recommend and administer policies and procedures.
   Acts as the Floodplain Manager for the City.
   Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures related to the code enforcement function; recommend, within policy, appropriate service and staffing levels.
   Plan, direct, coordinate, and review the work plan for the code enforcement program; assign projects and programmatic areas of responsibility as appropriate; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
   Select, train, motivate, and evaluate code enforcement personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
   Represent the code enforcement program with other city departments, elected officials, and outside agencies; coordinates code enforcement activities and operations with other departments and outside agencies.
   Serve as staff support to a variety of boards, commissions, and committees (i.e., Planning and Zoning, Board of Adjustment); prepare and present staff reports and other necessary correspondence.
   Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to inspection programs, policies, and procedures as appropriate.
   Review applications, examine plans, and issue permits for residential and commercial buildings.
   Issue permits and trade licenses for the installation or alteration of all utilities.
   Inspect all new construction and renovations for compliance with permits that have been issued; inspect older construction to ensure code compliance; condemn substandard structures and prepare monthly construction reports for the U.S. Department of Commerce and inspection reports for the utility companies.
   Provide enforcement of zoning and subdivision ordinances; update ordinances pertaining to buildings and nuisance codes.
   Assist the public and contractors with inquiries about building construction requirements and zoning; provide data to builders, engineers, architects, and trades personnel.
   Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building inspection and code enforcement.
   Respond to and resolve difficult and sensitive citizen inquiries and complaints.
   Inspect single-family homes, apartment buildings, businesses, and vacant lots; ensure compliance with applicable zoning and nuisance codes, ordinances, and regulations; perform follow-up inspections as necessary; issue notices of violation as necessary.
   Respond to alleged violations and file complaints in court when required.
   Perform research to determine the approved conditional uses of property; research owners, tax records, and maps and take actions to enforce city codes.
   Inspect property for abandoned or inoperative vehicles; issue notices for vehicle abatement if necessary; oversee abatement and removal of vehicles.
   Enforce illegal dumping laws.
   Work indoors and outdoors, including adverse weather conditions; such as extreme cold, heat, heights, temperature swings and noise.
   Close visual acuity to perform activities such as: preparing and analyzing data and figures; transcribing data; viewing a computer terminal; extensive reading; and visual inspection.
   Visual acuity necessary to determine the accuracy, neatness and thoroughness of the work assigned to subordinates or to make observations of facilities or structures.
   Walk for extended periods of time while performing inspection duties.
   Kneel, sit, squat, stand, stoop, crawl into and onto buildings, and twisting while performing inspection duties.
   Hear at normal speaking levels with or without correction.  Possess the ability to receive detailed information through oral communication and to make the discriminations in sound.
   Possess the ability to read.  Able to write by hand and communicate effectively with contractors, engineers, and developers, and displays sound decision making capabilities.
   Exposed to dust, dangerous structures, new construction sites, fumes/odor, and mechanical hazards.
   Driving a vehicle is an essential function.
   May be required to respond after hours, including holidays and weekends, and in an emergency.
   Maintain appropriate professional appearance and personal hygiene.
   Perform other duties as assigned.

   KNOWLEDGE AND SKILLS:
    
   Federal, State and Local Building, Housing and Safety Laws, Rules, Ordinances, Codes, and Regulations.
   Principles and Practices of the Modern Construction Industry and Building Trades.
   Principles and Practices of Building, Electrical, Mechanical, Plumbing, and Property Maintenance Inspections.
    
    
   EDUCATION, DEGREES, EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:
    
   Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge, skills and abilities would be:
    
   A High School Diploma, or equivalent, is required.
    
   A Bachelor’s Degree in Construction Management, Engineering, Business or Public Administration is highly desirable.
    
   Minimum of seven years of experience in construction management and building inspection, including supervisory experience; OR and equivalent combination of education and experience.
    
    
   CERTIFICATIONS AND/OR LICENSES:
    
   Licensed Code Enforcement Officer issued by the Texas Department of Licensing and Regulation, or the ability to obtain within six (6) months, is required.
   A Texas Plumbing Inspector License issued by the State Board of Plumbing Examiners is
   required
   .
   Ability to obtain the ICC Certified Building Official (CBO) Certification within one year of hiring.
   Depending on the needs of the City, incumbent may be required to obtain specific technical training and/or certifications.
   A valid Texas Driver’s License and an acceptable driving record is required

   STARTING SALARY
   : 
    
   Salary $65,000
    to $75,000 Annually, Depending Upon Qualifications.  
    
   Supplementary Annual Certification Pay of Up To
   $6,000
   Is Available, Depending Upon Qualifications*.
