   DEFINITION :
   Under the direction of Transit Manager/Director, supervise, assign, review, coordinate and participate in the work of staff responsible for the general operations, maintenance, construction, and inspection of agency owned facilities, including, buildings, bus stops, and related facilities; Provide oversight to the maintenance component of the Agency’s Operations and Maintenance contract; Coordinate assigned activities with other divisions, departments, vendors, and outside agencies; Provide highly responsible and complex administrative support to the Transit Manager/Director; Manage contracts and monitor contractors to ensure compliance with established policies and procedures; Provide highly responsible and complex administrative support to the Transit Manager/Director.
   ESSENTIAL DUTIES AND RESPONSIBILITIES
   :
    
   Plan, prioritize, assign, supervise, review, and participate in work of staff responsible for general operations, maintenance, construction, and inspection of Agency owned facilities
   Establish schedules and methods for providing facility maintenance and operations services; identify resource needs; review needs with appropriate management staff; and allocate resources accordingly.
   Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; and monitor work activities to ensure compliance with established policies and procedures.
   Supervision of staff with responsibility for planning, coordinating and implementing the operation, maintenance, and inspection of agency owned facilities including buildings, bus stops, and related facilities; and of Agency vehicles through the contracted maintenance provider.
   This position contributes to the overall management of the Transit Department by participating in the development of policies and procedures, coordinating with internal and external parties to maintain facilities and oversight of contracted fleet maintenance.
   Coordinate and ensure county-wide transit service compliance with FTA regulations; coordinate with Federal Transit Administration, Caltrans and MCAG regarding legislative affairs related to transit.
   Oversight and inspection of maintenance jobs and repairs conducted by operations and maintenance contractors.
   Perform the most technical and complex tasks of the work unit including preparing cost and staffing estimates for maintenance projects; perform field maintenance on equipment and tools; oversee the storage/disposal of surplus furniture and equipment.
   Assist the Transit Manager/Director with field inspections to determine annual preventative maintenance program for Agency owned facilities.
   Implement work safety requirements and conduct safety training for Agency staff.
   Receive, investigate, and resolve concerns from the public in a courteous manner; investigate public complaints and recommend corrective action.
   Manage facility access and security systems.
   Assist the Transit Department’s oversight on on-board technology, preventative maintenance compliance, major component replacement inspections and regular inspections of the conditions of the fleet.
   Maintain building maintenance issues including building structures, roofs, heating ventilation, and air conditioning systems;
   Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of facility maintenance and operations; and incorporate new developments as appropriate into programs.
   Prepare and maintain a variety of narrative and statistical reports, records, correspondence and files related to assigned activities; submit reports to State and federal agencies in a timely manner.
   Communicate with management, personnel, vendors, contractors and outside organizations or agencies to coordinate activities and programs, resolve issues and conflicts and exchange information.
   Operate a computer and other office equipment as assigned; Drive a vehicle to conduct work as assigned.
   Attend and conduct a variety of meetings as assigned; Develop and conduct presentations to the public.
   OTHER DUTIES:
   Perform related duties as assigned.                         
   REQUIRED QUALIFICATIONS:
   Education and Experience:
   Any combination equivalent to: Associate’s degree in Business Administration, Public Administration, Maintenance or related field and three (3) years increasingly responsible experience in transportation administration, fleet maintenance, facility maintenance, or other areas which included responsibility for maintenance oversight and compliance.
   Additional qualifying experience may substitute for the education on a year-for-year basis.
   Bachelor’s degree preferred.
   Licenses and other Requirements:
   Valid California Class C driver’s license.
   Knowledge of:
   State and federal transit regulations, policies and procedures
   Operations, services, and activities of a facility maintenance and operations program
   Principles, practices, tools, equipment, and materials used in the building construction, maintenance, and repair
   Vehicle inspection protocols and procedures and can identify when responsible parties are/not following procedures and contractual obligations.
   Principles of supervision, training, and performance evaluations
   Transit systems and technologies
   Office equipment including computers and supporting software and systems
   Basic transit operations, policies, procedures and common transit practices
   Contract administration and project management
   Applicable state and federal processes and websites for compliance, reporting, applications and funding
   Federal, state and county laws and regulations governing the operations of transit systems, including Federal transit funding programs and State Transportation Development Act
   Techniques of planning, organizing, and coordinating transportation activities
   Budgeting and contract administration
   Data collection and summary reporting
   Oral and written communication skills
   Customer services best practices and techniques
   Interpersonal skills using tact, patience and courtesy
   Ability to:
   Assist in directing the day-to-day administration of the countywide transit service
   Represent the Agency with the community and other agencies
   Present information at boards and committees, to the general public and other public speaking
   Complete multiple priority projects with conflicting deadlines
   Maintain confidential information in accordance with legal standards and other regulations
   Use a variety of hand and power equipment
   Operate a two-way radio
   Resolve conflicts and respond appropriately to complaints
   Assist in the formulation and development of policies, procedures, strategies, transit system improvements and program changes
   Communicate effectively both orally and in writing
   Interpret, apply and explain rules, regulations, policies and procedures
   Establish and maintain cooperative and effective working relationships with others
   Operate a computer and assigned office equipment
   Analyze data and situations accurately and adopt an effective course of action
   Meet schedules and timelines
   Work independently with little direction
   Plan and organize work
   Prepare comprehensive narrative and statistical reports
   Prepare and maintain a variety of records and files related to assigned activities
   WORKING CONDITIONS:
   Work Environment:
   Indoor office environment with routine components of outdoor work related to site inspections, oversight of maintenance projects, etc.
   Travel from site to site
   Work in varying temperatures and weather conditions
   Exposure to varying temperatures and weather conditions
   Exposure to hazardous materials, smoke, gases, fumes, dust, grease, and noise
   Exposure to hazards such as moving machine parts and electrical current
   Continuous contact with other staff; and regular contact with the public
   Driving a vehicle to conduct work
   Variable work hours

   Dexterity of hands and fingers to operate a computer keyboard.
   Seeing to read a variety of materials.
   Corrected hearing and speaking in the normal range.
   Sitting or standing for extended periods of time.
