Assistant Town Clerk
The Town of Billerica seeks applicants for the position of Assistant Town Clerk. The current opening is due to a retirement after 25 years in the position.
Under the direction of the Town Clerk, this position will provide support in the operations of all functions of the Registrars Office, Elections, and Town Clerk’s Office. This includes keeping official records, issuing of vital records, and providing direction to Town departments and the general public.
Additional Duties Include:
Receives, records, files, and maintains all vital records; makes monthly reports to the State; prepares and issues certified copies of birth, marriage and death records when requested
Serves the general citizenry daily in person, by phone, e-mail, and in writing; must respond to all requests for services according to the State and Federal law.
Is responsible for the daily posting of meetings for all boards, committees and commissions on the Town electronic bulletin boards and the Town of Billerica’s website
Prepares, issues, and receives payments for licenses and permits maintains a daily log of all financial transactions.
Assists the Registrar’s Office in all their functions including registering residents to vote, certifying nomination papers and petitions, and in conducting the annual town census.
Assists in maintaining and updating jury/census data and voter files on the State Voter Registration Information System; assists with all election responsibilities, as required by law.
Assists with pre-election responsibilities as required by law to include absentee voting, preparing nomination papers, issuing, and receiving campaign and political finance information and providing voter information to the general public as requested.
Assists the Town Clerk in conducting all elections; supervises election official personnel, by working before, during and after the polling hours of 7:00 A.M. - 8:00 P.M.; tabulates votes following the closing of the polls.
Assists in maintaining dog files, business records and a variety of information files.
Files various committee and board decisions and notifies appropriate parties.
Is responsible for filing Zoning Board and Planning Board applications, hearings, decisions, and legal matters.
Prepares a variety of letters, memoranda, reports and other documents for the Town Clerk and the Board of Registrars.
Attends classes, meetings, training workshops, seminars and conferences as required to keep current with the duties and responsibilities of the position.
Performs similar or related work as directed, required, or as situation dictates.
Associate Degree in Business or other relevant disciplines including legal studies. Proficiency in MS Office, three to five years’ experience in a professional office setting, Municipal experience preferred, substitutions for the qualifications will be at the discretion of the Town Manager and Town Clerk.
Candidates will be given an assessment prior to the first interview that will include Microsoft Office Suite (excel, word power-point), social media, and other technology questions.
Salary range between $52,699.33 - $71,999.14
8:30am to 4:00pm; Monday thru Friday
