    The City of Rochester is a vibrant 3.8 square mile community located in Southeast Michigan. Rochester is located in the Greater Metropolitan Detroit Area of Oakland County. Oakland County has an estimated population of more than 1.2 million residents. 
   This is highly responsible leadership position involving supervisory, administrative, technical, and professional work.  The position is responsible for initiating, analyzing, and coordinating activities pertaining to economic and community development and the general management of the City, in support of and under the general direction of the City Manager.  This position will consult with the City Manager and the policy making bodies on an on-going basis, but must exercise considerable initiative, judgment, and technical skill in performing assignments independently.  
   ESSENTIAL DUTIES AND RESPONSIBILITIES:
   Responsible for implementation the City economic and community development strategy. 
   Provide recommendations for economic and community development related policy, strategy, and implementation to the City Manager, for consideration by policy setting bodies of the City.
   Responsible for developing and promoting business development and actively engage in business retention and recruitment activities for all business sectors.
   Promotes City initiatives by presenting to local, regional, state, and federal organizations; develops positive relationships with intergovernmental agencies; serves on relevant local, regional, and state boards/commissions/committees.
   Coordinate with Downtown Development Authority (DDA) to develop and promote the downtown area of the City to all business sectors.
   Attend regularly scheduled and special evening meetings with various City and outside boards, commissions, committees, and agencies.
   Coordinates the development and implementation of infrastructure plans, economic development plans, land use plans, utility service plans, housing plans, transportation plans, park plans, solid waste plans, and other plans/codes to meet the City’s needs. 
   Coordinate infrastructure projects with Public Works Director, including working directly with City employees, the Downtown Development Authority, consultants, engineers, and contractors.
   Responsible for the coordination of various City departments and development of strategies to assure the highest level of customer service for residents and businesses.
   Facilitate and/or provide community and economic development educational programming for the City.
   Evaluate and make recommendations on land use proposals to ensure compliance with applicable City, State, and/or Federal laws and evaluates proposals' development impact as they relate to the adopted City plans.  
   Communicate with architectural preservation and historical groups in relation to development efforts.
   Coordinates and participates in the search and development of new community revenue sources; applies for grants and loans for on-going and special projects; helps manage compliance requirements of grants and loans with the Finance Department. 
   As assigned, manage and direct City employees and serve in the capacity of the City Manager when the City Manager is unavailable.  Represents the City Manager and/or City in various meetings with federal, state, county, and local agencies.
   Assures assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
   Performs other work-related duties as assigned.
   Candidates should have a bachelor’s degree in public administration, planning, economic and/or community development or a related field from an accredited college or university, and four (4) years of management level experience in community development or a related field, with two (2) or more years of supervisory experience preferred.  A satisfactory combination of experience and training that demonstrates the knowledge, skills, and abilities to perform the duties of the position is wanted.  
   The successful candidate will have strong oral and written skills, a team-oriented approach to problem solving, and a demonstrated enthusiasm for working closely with the employees and the public.  Salary range of $63,814 to $89,339 for the Assistant City Manager/Economic and Community Development Director
   or
    *
