The Asset/Project Manager performs analyses of all asset classes and recommends optimal maintenance, replacement schedule, and project grouping.
The Asset/Project Manager
communicates results of analysis to senior management, performs duties to administer asset management software, and ensures that data are valid. The Project Manager is responsible for the inspection and economical construction of Operational and Capital Improvement City projects to ensure compliance with project plans, specifications, and city standards; manage multiple projects; Meet deadlines; Review plans and specifications of assigned projects, attend pre-bid meetings, bid openings, and pre-construction meetings.
PROJECT MANAGEMENT
Recommend new goals, objectives, and procedures to assist the Public Works Director towards the accomplishment of the diverse responsibilities of the City.
Manage and direct the implementation of capital projects, programs and responsibilities as assigned, including review of consulting engineering design documents, contract negotiations, and implementation of agreements and contracts.
Develop work plans, projects, and programs. Monitor workflow, review and evaluate work products, methods and procedures ensuring production expectations are balanced with safety risk and financial objectives.
Present project status reports on topics such as engineering studies, bid proposals, and construction projects to customers, staff, and Board members.
Assemble contract documents and bid work in compliance with the governing laws and regulations of the State of Texas.
Prepare and assemble Request for Qualifications and Request for Proposals for a variety of contract work.
Direct the procurement of goods and services from multiple vendors and contractors for the completion of a project.
Ensure all external customers, vendors, contractors, government regulators & members of the public relationships are maintained in a professional and productive basis.
Interact with organization team members and other departments in a professional and productive basis.
ASSET MANAGEMENT
Lead the development and implementation of the Asset Management Program, including the goals, strategies, and performance measures. Create an annual program for infrastructure condition assessment activities, analyze program data, identify issues, trends and options, and develop recommendations.
Ensure that the most up-to-date information on the City’s assets is gathered and maintained in the City’s asset management and GIS software.
Work with management to establish and update unit costs, replacement strategies, operations, and maintenance policies. Prepare documentation required to support the capital and operating work programs.
Assist the Director of Public Works in future planning.
Provide technical assistance to team members and staff regarding policies, procedures and methods related to asset management.
Manage special projects and performs all other related duties as assigned.
QUALIFICATION REQUIREMENTS
Knowledge of engineering practices and principles, construction techniques, and governmental agency codes and regulations.
Knowledge of building design; surveying; map and plan reading; project management; and contract administration.
Knowledge of computers and project management software programs.
Ability to communicate effectively both verbally and in writing.
Effective public relations and customer service skills.
Ability to plan, organize, assign, and coordinate the activities of the division.
Ability to analyze information, develop courses of action, and make recommendations.
Must possess a valid Texas Driver License.
EDUCATION, EXPERIENCE, AND TRAINING
Bachelor’s Degree in engineering, architecture, construction management, or related field from an accredited university - Preferred
3-5 years of project management experience.
Engineer-in-Training, Professional Engineer or Project Management Professional certification - Preferred.
CADD and/or GIS experience
Experience in Microsoft Project and/or equivalent program.
ADA COMPLIANCE
The work is typically performed in a clerical, office setting. While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands to operate various office machines and/or equipment; and reach with hands and arms.
Occasionally work may be required after hours and/or weekends.
Some work will require exposure to the outdoors, occasionally in cold or inclement weather.
Some fieldwork will require the ability to access elevated buildings, facilities, and structures where there is no elevator provided.
Some fieldwork will require the ability to climb or walk through muddy conditions.
