   The City of Mont Belvieu, Texas is currently accepting applications for a Accounting Manager
    
   in the Finance Department
   . The City of Mont Belvieu is a growing community located on IH-10 east of Houston, Texas in Chambers County.
   POSITION SUMMARY:
   This position is responsible for all areas relating to financial reporting including, but not limited to developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. 
    
   ESSENTIAL DUTIES AND RESPONSIBILITIES:
   Obtain and maintain a thorough understanding of the financial reporting and general ledger structure.
   Responsible for the integrity of the general ledger and financial statements.
   Ensure an accurate and timely monthly and year-end close.
   Ensure the timely and accurate reporting of all monthly financial information and City Council deliverables.
   Monitors and analyzes department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy.
   Advises staff regarding the handling of non-routine reporting transactions.
   Responds to inquiries from the Director of Administrative Services, City Manager, and other Administration regarding financial results, special reporting requests, etc., as needed.
   Audit liaison ensuring a clean and timely year-end audit and presentation to City Council.
   Supervise the general ledger group to ensure all financial reporting deadlines are met, including annual/ad-hoc reports as needed.
   Assist in development and implementation of new policies, procedures, and features to enhance the workflow of both the department and the City.
   Provide training to new and existing staff as needed.
   Evaluate all controls and add/strengthen as necessary.
   Supports budget and forecasting activities.
   Handle personnel issues relating to staff conflicts, absenteeism, performance issues, etc.
   Work with each direct report to establish goals and objectives for each year, and monitor and advise on the progress to enhance the professional development of staff.
   System administrator for Incode accounting system; responsible for ensuring proper controls are in place, access is granted/restricted as needed, etc. 
   Support Director of Administrative Services with special projects and workflow process improvements.
   During emergency conditions, all City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
   Performs any and all other related duties or assignments as assigned.

   SUPERVISORY RESPONSIBILITIES:
   This position manages all employees of the department and is responsible for the performance management and hiring of the employees within the department.
    
   REQUIRED EDUCATION AND EXPERIENCE:
   Bachelor’s degree in Business with an emphasis in Accounting.
   Three (3) to five (5) years prior supervisory experience in the financial reporting/general ledger area.
   Must be PC proficient and able to thrive in a fast -pace setting.
   Strong experience with Microsoft Excel required.
   Must possess a valid Texas Driver License.
   Successful candidates must pass pre-employment background and motor vehicle check.
    
   An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job will be considered when hiring for this role.
    
   PREFERRED EDUCATION AND EXPERIENCE
   CPA preferred.
   Governmental accounting experience is preferred.
   Experience with Incode accounting system a plus.
   KNOWLEDGE, SKILLS, AND ABILITIES:

   Knowledge of City policies and procedures.

   Ability to exercise sound judgment in making critical decisions.
   Skill in resolving customer complaints and concerns.
   Skill in completing assignments accurately and with attention to detail.
   Ability to analyze, organize and prioritize work while meeting multiple deadlines.
   Ability to process and handle confidential information with discretion.
   Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
   Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
   Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action.
   Ability to plan, implement, and evaluate programs.
   Ability to direct and organize program activities.
    
   Ability to establish goals and objectives.
   Ability to plan, assign, and/or supervise the work of others.
   Ability to train others.
