The Town of Belleair is recruiting for an Accounting Clerk I to join our Team. The successful candidate will be responsible clerical and routine bookkeeping position involved in preparing and maintaining certain Town fiscal records, reports, accounts and procedures including, but not limited to, purchase orders, payables, bank accounts, general ledger accounts, and the procurement of office supplies among others. The nature of the duties requires that the person in this position must be able to work under some pressure, with a high level of accuracy, to meet certain deadlines. Must be able to remain calm, think clearly and handle varying situations in a professional manner. Greets and interacts with the general public with tact and courtesy. Work requires the use of some independent judgment and initiative within established guidelines and Town policies and procedures. Essential functions of the job include:
Prepares and processes purchase orders; maintains purchase order log; enters purchase orders and invoices into vendor files and maintains master vendor list.
Processes claims and vouchers for payment; matches invoices with purchase orders; checks all claims for accuracy; verifies account codes for proper assignment of budget expenditure; sends claims vouchers to department directors for approval; resolves disputes within area of authority and responsibility.
Prepares automated and manual checks and mails checks in a timely and efficient manner.
Enters expenditure data on ledgers, control sheets, vouchers, warrants and other accounting records; enters accounts payable expenditures into financial system.
Inputs budgetary data into financial accounting system.
Maintains accounts payable and encumbrance system for public works contracts.
Maintains files for areas of responsibility in an efficient and effective manner.
Assists in reconciling general ledger to various expenditure reports.
Opens, date stamps, sorts and distributes incoming mail on a daily basis; posts incoming checks and processes in accordance with established procedures.
Prepares and maintains Solicitor's List, Bid List and other similar lists.
Prepares and processes orders for office supplies for all Town Departments/Divisions; receives filled orders, checks for accuracy and distributes as appropriate.
Reconciles and balances monthly statements.
Prepares periodic financial statistical or operational reports as assigned.
Assists in maintaining a daily cash balance and balancing cash on hand against receipts; assists in preparing and balancing deposits.
Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
Performs all duties in conformance with established and appropriate safety and security standards.
Keeps the Finance Director informed of all work-related issues and problems that may affect and/or improve the operation of their respective areas.
Strives to maintain an effective working relationship with fellow employees and management, as necessitated by the nature of the work.
Demonstrates thorough knowledge of and adheres to all established Department and Town policies and procedures.
Performs other job-related duties as necessary and consistent with the position.
PERIPHERAL DUTIES
Provides clerical support to other support services staff as required.
Serves as a back-up to other office positions, performing support tasks for payroll, accounting and utility billing.
