   Position Summary:
   This position manages the Town's municipal accounts, accounting systems and controls. In addition, performs all accounting and bookkeeping operations inclusive of reviewing transactions, making required postings, maintaining the general ledger, receiving and approving purchase orders, encumbering funds, receiving, reviewing and preparing payment authorizations, reviewing all invoices, preparing payment warrants, assisting (as requested) in the preparation of the annual budget, producing routine and ad hoc financial reports, preparing audit information and closing accounts monthly and at year end.
    
   Essential Functions and Basic Duties:
   Provides clerical accounting duties in the areas of accounts payable, accounts receivable, sales tax and payroll.
   Assists the Finance Director in all aspects of accounting and financial functions.
   Maintains the Town’s accounting systems and procedures, ensures the integrity of financial data by instituting proper internal controls.  
   Acts as custodian of departmental documents and records.  Establishes and maintains filing system, controls records and indexes.
   Assists other finance department personnel by assuring proper remittances are received, preparing sales tax reports, preparing various mailings, balances daily bank deposits for sales tax, business licenses and utility bill payments.
   Reviews and / or assists with the preparation of financial records provided to appropriate regulatory bodies and internal auditors.
   Oversees Town expenditures to assure items are budgeted, and processes paperwork to ensure bills/invoices are properly paid.  
   Answers in-person, telephone and written inquiries, service requests and complaints from vendors or employees in a helpful, courteous, and efficient manner.  
   Posts payments, statements and lists to various computer based or hard copy ledgers, registers, journals and reports.  Submits all appropriate reports to the Director of Finance on a timely basis.
   Develops and prepares year-end financial reports to include the balance sheet and revenue and expense statements for the audit process.
   Assists the Director of Finance, as requested, in preparation of the annual Town budget.
   Provides financial reports on an on-going basis, or as requested by the Director of Finance.  
   Prepares reconciliations and assists with analysis for account and the general ledger. 
   Other related duties as assigned.
   Qualifications
    
   Education / Certifications:
   Bachelor’s degree in accounting or finance from an accredited college or university.
   Current license as a Certified Public Accountant; preferred but not required.
    
   Experience Required:
   At least 3 -7 years of successful and applicable experience.
   Valid Colorado Driver License.
     
   Skills / Abilities:
    Extensive working knowledge of principles and techniques of governmental accounting standards and budgeting; federal, state, and local laws and guidelines for fund administration. 
   Ability to communicate effectively, verbally and in writing, with municipal staff, elected and appointed officials, and the public.
   Ability to establish effective working relationships.
   Working knowledge of personal computers and financial accounting software; including knowledge of a Windows-based general ledger environment. 
   Acute attention to detail.
   High comprehensive problem solving and reasoning abilities.
